[CSIRTs] Cybersecurity formation

Seyi and others,

How have you progressed with your CSIRT formation?   Any help we can
render?

With WannaCry, Petya/GoldenEye and the "improved" variations we are certain
to come, we cannot procrastinate at establishing frameworks that allow us
cope with these attacks.
