[WACREN_2017] Online Streaming for WACREN Conference

Pretty much the same thing in WACREN 2016.

In Dakar, we used the ISOC livestream account and a broadcaster
<https://livestream.com/broadcaster>with a single camera feed -
https://livestream.com/internetsociety2/wacren2016

Sound came from a separate channel on the interpretation mixer through a
3.5mm port.   You can stream to Facebook live at the same time with
livestream.

If you have more cameras, people to manage them and a mixer, you could do
better than we did in Dakar with some planning.
