[Community] The Dakar Declaration on Open Science in Africa

Dear Colleagues,

Some of you would have heard of this already in the twittersphere where it
is being circulated.

The very successful "Promoting Open Science in Africa" workshop held as
part of the WACREN 2016 conference led to a declaration that is been signed
by participants and today in the 2nd TANDEM workshop.

agree with our direction.

We would like to see institutional support for this so we can exploit
maximally and welcome contact from interested parties but you can sign in
your personal capacity.
