It is hard to under-estimate how transformative the internet has been over
the past decades. Cyberspace, the world we experience through our screens,
is now an essential component of our daily lives – and our societies have
been trying to catch up with the frantic pace of technological
transformations.

But digital developments have not been equally distributed geographically:
some countries have been lagging behind in terms of internet access as well
as development of local infrastructures, skills and institutions. This
digital divide has proven resistant to quick fixes, and many international
institutions and companies are now focusing on this problem, since their
growth opportunities (their “next billion users”) are located in such
developing countries.

Bridging the digital divide must become a crucial goal of the global
development agenda. But the internet is as empowering for entrepreneurs and
citizens as it can be for criminal and terrorists which threatens
cybersecurity in these countries, as well as global cybersecurity. Can we
truly promote sustainability in the development agenda while continuing to
ignore the cybersecurity issues associated with development projects? How
can we progress towards a better integration of these two domains, and
where are the most immediate opportunities that researchers and
practitioners can provide assistance?
