[Community] 16 new grants to strengthen No-Fee OA Publishing in Africa

Dear All,

EIFL, AJOL and WACREN have announced 16 more grants to strengthen No-Fee 
Open Access Publishing in Africa. This marks the 2nd round of grantees:
