[WACREN_2017] eduroam for RITER

You would have received mail from our helpdesk.   Davy will work with the
RITER team to do the following:

- Deploy the RITER Federation Level Router (without this, we cannot eduroam)
- Explore requirements to use at the conference
- Explore requirements to provide service to RITER members starting with
UFHB
