*Africa Partnership Overview*

Home to five of the world’s fastest growing economies, Africa’s GDP is on
target to double between 2015 and 2030. Yet for too many Africans, this
prosperity – and the improvements to education, health and security that
come with it – still feel distant. In a global world, this is a global
challenge: by 2050 a quarter of the world’s population will live in Africa.



We want to support the development of strong, prosperous and peaceful
African nations, and we are listening when African leaders tell us they
want modern partnerships that deliver mutual benefit. This is why the UK is
making a new and distinctive offer to work alongside, invest in, and
partner with African nations. By supporting African-led ambitions with
British expertise, we can deliver more opportunities, more jobs and greater
stability – both at home and for our African partners – from the Sahel to
South Africa.



In Cape Town in 2018 the UK Prime Minister committed to radically expand
the UK Government’s presence in Africa. This role is part of this uplift –
the most significant and long-term increase in UK Government staff across
the continent in a generation – and offers applicants the opportunity to
help shape this new, long-term UK partnership for prosperity and stability
with Africa.



UK-Africa science, innovation and technology partnerships have helped
reduce child mortality rates, developed innovative new crops to feed
growing populations, and supported an arsenal of interventions against
infectious diseases such as Ebola and malaria. What’s more, rapid digital
and scientific advances continue to transform societies, support economic
growth and create new opportunities to reach the poorest. This is why, as
part of this new partnership, we are bringing in more science and
innovation advisers and policy and partnership officers to link up
promising new innovations with UK and African entrepreneurs, investors and
policymakers, so these exciting innovations can scale and change lives.



DFID’s Research and Evidence Division (RED) leads DFID’s work to:
commission high quality research and evidence on key questions for
development; support efforts to strengthen knowledge systems in developing
countries (research, statistics and evidence use); enhance the professional
capability of DFID’s cadres; and engage actively with policy makers and
country offices. The Emerging Policy, Innovation and Capability (EPIC)
Department exists to keep DFID at the forefront of open, forward-looking
and innovative approaches to development, driving value for money and
maximising impact. EPIC leads DFID’s work on digital, innovation and open
policy making.



>From the commitments set out in the UK Aid Strategy in 2015, DFID, the
Department for Business, Energy and Industrial Strategy (BEIS), and the
Department of Health and Social Care (DHSC) are significantly scaling up
Overseas Development Assistance (ODA) investments in research and
innovation to tackle global challenges. By 20/21 this investment will reach
£1.2bn/year. This increase in UK funding and partnerships for science and
innovation offers a significant opportunity to deliver real change to the
lives of poor people. DFID is also setting its strategic direction on
harnessing technology for development. One of the pillars of this is to
develop catalytic investment to scale up technology innovation in county.

Purpose of Job

RED is looking for a Technical Adviser, an excellent communicator and
networker, able to work autonomously and as part of an international team,
with a solid understanding of the science, innovation and technology
landscape in West Africa to take forward cross-UK Government engagement in
these areas.



The post-holder will join an international network, with new teams being
established in East, West and Southern Africa, supported by a central team
in the UK. This is an exciting time to join the team, with plenty of
opportunity to shape the portfolio in West Africa as it develops. The
Technical Adviser will help shape the development of a new programme of
work to accelerate impact of promising new technologies and innovation in
target countries across West Africa, and will support efforts to promote
visibility and UK Government coherence on science, innovation and
technology. This could include the development and coordination of a
High-Level Oversight Board on Science, Technology and Innovation to promote
coherence of cross-UK Government research and innovation investment in West
African countries where there is interest and demand from partner
governments.



Based in Lagos, this post will be required to build synergies with the
portfolios of the UK’s West African country offices and strong partnerships
with UK Government Departments in the area of science, innovation and
technology (e.g. DCMS Tech Hub and FCO Prosperity colleagues in the
region). The Adviser will also work closely with colleagues across DFID’s
RED and EPIC teams in the UK to support coherence across DFID’s research
investment across West Africa. The Adviser will have an important role in
identifying and building relationships with key internal and external
stakeholders and working with cross-UK Government teams to ensure these new
agendas are appropriately positioned within existing strategic frameworks
within country offices in West Africa.



This is a high-profile agenda with opportunities to work closely with
senior management and for travel to the UK and within the region. An
outline of the role is given below and we are happy to discuss further at
interview stage.

























Key responsibilities and accountabilities

This is a new post in a new team and as such there is an opportunity for
the successful candidate to shape the role as he/she sees fit. At this
stage, it is envisaged that the key responsibilities of the Technical
Adviser will be:



   1. *Support the development of a new approach to accelerate science,
   innovation and technology scale up in target countries in West Africa.*
   The post holder will work with existing UK Government platforms and
   programmes, and/or as required, support the development and implementation
   of new platforms to strengthen partnerships between the UK and West African
   entrepreneurs, academics, researchers, policy makers, and innovators. The
   post holder will identify and feed in views on the most relevant
   opportunities for West African country offices and partners in-country (for
   example, digital inclusion; smart cities; education; agriculture; and
   biotechnology), drawing on evidence and lessons on accelerating the
   scale-up of innovative technologies in West Africa.
   2. *Engage with UK Government colleagues and partner governments across
   West Africa to promote coherence and visibility of the UK Government’s
   investment in science, technology and innovation and encourage further
   alignment with host country priorities.* This will involve engaging with
   DFID country offices and FCO posts, as well as partner country governments
   across the region to ensure the UK Government’s research and innovation
   investment is visible and accessible to colleagues and government partners,
   and aligns with priorities and programming in-country.
   3. *Support UK Government colleagues across West Africa to identify and
   harness opportunities to make use of science, technology and innovation in
   their work. *This may involve researching and consulting with your
   network and contacts on the most promising innovations and technologies to
   solve a particular problem/challenge. This may also include supporting
   colleagues to commission external research to address this knowledge gap.
   4. *Lead on the development and coordination of bilateral oversight
   boards on science, technology and innovation in countries across West
   Africa where there is demand*, ensuring the forums serve their purpose
   to promote coherence and visibility of the UK Government’s investment in
   science, technology and innovation and alignment with partner countries.
   Lead on deliverables commissioned through the boards.
   5. *Contribute to monitoring efforts against key performance indicators
   (KPI) *across the full portfolio of RED and EPIC science, innovation and
   technology programmes in West Africa, and support RED and EPIC teams to
   monitor against the KPIs. Keep abreast of opportunities to showcase
   progress on this agenda to high level visitors to the region.

Experience

We are looking for someone with exceptional networking skills, a
collaborative mind-set and a proactive, entrepreneurial attitude. The
candidate should be passionate about being at the cutting edge of
international development. They will be unfazed by working autonomously and
energised by being part of an international network with an appetite to
work in innovative, entrepreneurial and open ways, closely informed by
research and evidence about what works. The post-holder will have
experience and confidence to deliver catalytic work with senior
stakeholders across UK Government departments and to identify and nurture
relationships with key external stakeholders. This role will suit someone
who is passionate about research and evidence, innovation, technology, and
learning and evaluation in a West African context. The candidate must have
excellent written and spoken communications skills to ensure complex ideas
can be communicated to different audiences. The candidate will be able to
work flexibly as priorities shift, and be able to work autonomously with
excellent organisational skills. The role will involve regional and
international travel.



Proven knowledge and/or demonstrable experience in the following areas is
*essential*:

1.     *Understanding of the* *role science, research, technology and/or
innovation can play in West African development, *and in particular in
reaching the poorest. This may include expertise in a technical area or
more widely across development policy (e.g. the use of evidence in policy
making).

2.     *Strong written and verbal communication skills *and the ability to
communicate complex ideas clearly and concisely both for working with a
range of internal and external contacts, and for public and media
communications.

3.     *Excellent networking and collaboration skills with the innovation
ecosystem, *including experience working with innovators, entrepreneurs or
researchers.

   1. *Experience of working across stakeholders from diverse backgrounds,
   including national and international partners*.

5.     *First degree level qualification* (or equivalent) at a minimum.



Proven knowledge and/or demonstrable experience is *highly desirable* in
the following areas:

   1. *Commissioning or undertaking research projects *within a West
   African context, either leading or being a member of a research team.
   2. *Working with the private sector and/or with business models *to
   drive impacts at scale.
   3. *Robust evidence and monitoring, evaluating and learning *from
   international development and/or innovation programmes.
   4. *Fluency in French *to support effective engagement and collaboration
   in Francophone countries.







International Competencies

·      *Engaging Internationally* – understanding UK Government aims in
West Africa and developing productive relationships with external and
across-UK Government contacts and partners to help deliver UK objectives.
Demonstrate awareness of cultural sensitivities of working within a shared
Staff Appointed in Country and Home Civil Servant platform.

autonomously as part of an international, virtual team and to show a
pragmatic attitude, perseverance and resolve.











Additional Notes

*This is a fixed term position for 2 years (subject to medical and security
clearances). The successful candidate will enter a probationary period,
before a performance review after the first 6 months.*



Selection process: The behaviours as well as the international competencies
that will be assessed for this post through the written application and
interview are set out above.

The initial sift will be followed up by an interview during the weeks of 2nd
and 9th March 2020. The interview will include a 5-10 minute presentation
(topic to be shared with shortlisted candidates after the initial sift).



The start date is expected to be 6th April 2020 depending on security
clearance timescales.



Travel requirements (locations and regularity): Across West Africa
(approximately 4 trips a year) and to the UK (at least once a year).
