[WACREN_2017] eduroam for RITER

Dear Issa,

We will need to deploy eduroam in RITER for the conference so good time to
start.

Davy from WACREN has assisted with the deployment in MaliREN and TogoRER
and can help a designated admin.

Please help with answers to following questions so we can progress this
activity


   1. Who is the admin that can work with Davy?
   2. Do you have a reliable internet connected Linux server in a
   datacenter we can use for the Federation Level Radius?  Needs to be up 24/7
   3. Do you have access to the RITER DNS domain and can add/edit records?
   4. Do you have IP addresses blocks and ASN from AfriNIC for RITER?
